Job Description

Position Title: Investment Planning Program Manager
Position Status: 12-month contract with extensions 
Schedule: HYBRID
Overview: Our client is looking for an Investment Planning Program Manager for a HYBRID position based out of Richmond, VA.                                 
 
Responsibilities:
  • Seeking, a program manager for the investment planning program.
  • Provide leadership and guidance to a team that characterizes future efforts.
  • Ensure programs and projects are conducted in alignment with technology strategy.
  • Supervise staff in delivering one or more specific ITD functions within a single IT Portfolio.
  • ITD functions include but are not limited to: Project Management, Customer Relationship Management, Data Management, BI & Reporting, Enterprise and Solution Architecture, Application Development, Maintenance and Throughput, Security, Governance and Compliance, Service Desk, Incident, Release, Transition and Change Management, Asset Management, IT Operations, Availability and Capacity Management. 
  • Oversee Initiatives
    • Oversee Information Technology initiatives for assigned program. 
    • Assign resources to project teams to complete deliverables.
  • IT Policy Compliance
    • Ensure compliance with policies, standards and guidelines governing IT computer systems.
  • Program Maintenance
    • Oversee work and staff in assigned program to ensure consistent process and quality standards are implemented.
  • Execute Program
    • Supervise staff supporting assigned ITD function(s). Responsibilities include supervision of staff in execution of day-to-day processes tied to the specific ITD function. Perform managerial and technical work ranging from simple to moderate difficulty. Interact with peer supervisors and the IT Portfolio Managers to meet customer needs.

  • Manage Programs and Projects
    • Plan, oversee and implement delivery of technology projects or services. Oversee staff assignments and priorities. Develop training plans for team members. Develop and implement procedures, processes and best practices. Provide strategic planning for program areas and recommend new technologies.
  • Strategic Management
    • Work with peers and subordinates to define strategic direction for assigned technology program. Evaluate tools and prioritize work efforts with stakeholders from ITD and business units.
  • Business Process Improvement
    • Identify business processes that may be improved with technology solutions. Create processes and tools to facilitate increased efficiencies.
  • Reporting
    • Provide status reports on project plans, timelines, schedules and progress updates. Participate in strategic planning for programs, projects or systems.
  • Ensure Compliance
    • Provide compliance management and ensure that staff comply with required policies, processes and procedures.
  • Improve Processes
    • Responsible for tracking operational metrics on assigned ITD functions. Apply those metrics to identify and improve function specific processes.

Requirements:
  • Ability to supervise technical staff and programs. 
  • Ability to supervise and coordinate multiple projects and teams of a complex and technical nature.
  •  Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings. 
  • Skill in technical troubleshooting to include applications, systems and network problems, etc. 
  • Ability to perform system analysis and design. 
  • Ability to perform financial analysis and return on investment calculations.
  • Ability to perform requirements analysis. 
  • Ability to collect and organize performance metric data to present to management. 
  • Ability to develop, interpret and apply policies and procedures in an IT environment. 
  • Ability to interact and communicate effectively orally and in writing with internal and external customers. 
  • Ability to develop and implement work plans. 
  • Technical knowledge and skills in technologies appropriate to assigned program. 
  • Skill in researching best practices and applying them to organizational guidelines and policies. 
  • Ability to multi-task in a fast-paced environment. 
  • Ability to establish and maintain professional working relationships and interact effectively with customers and vendors. 
  • Ability to interpret and apply policies and procedures in an IT environment. 
  • Skill in organizing and prioritizing activities. 
  • Skill in the use of computers and software applications. 
  • Current Project Management Professional (PMP) from the Project Management Institute (PMI)
  • Candidate must have a minimum of 15 years’ experience managing large-scale projects involving technology procurement
  • Solid understanding of software development life cycle models as well as expert knowledge of both Agile and Waterfall project management principles.
  • Balance business/technical background with sufficient level of technical background to provide highly credible leadership to technology teams.
  • Microsoft Office products (Word, Excel, Access, Outlook, Visio, PowerPoint, Project Server)
  • Bachelor’s degree
  • Experience with VITA’s Commonwealth Technology Portfolio (CTP) system and ECOS/COVRamp
  • process is strongly preferred.
  • Experience with the core Commonwealth IT procurement processes (RFP, VITA)
  • Statewide Contract, and CAI SOW) is preferred.
  • Knowledge of technology and methodology of computer and network systems and software.
