Job Description

Morton is seeking an experienced Business Systems Analyst to join the our client’s Services Team. The primary responsibility of this role is to oversee and coordinate the digital conversion of data and images for the record system. The Digital Records Analyst will ensure the accuracy and integrity of converted land records for Virginia’s circuit courts. The role requires a combination of technical expertise in data management and an understanding of clerk’s office operations, land recording, or title work.
This position involves collaboration with clerks, vendors, and OES staff to modernize court records and continue the statewide implementation of the record system.

Responsibilities:
  • Lead and support data and image conversion projects for the record system, ensuring compliance with statutory and business requirements.
  • Develop and execute queries and data analysis routines to identify and resolve data anomalies, imaging discrepancies, and indexing errors.
  • Perform quality assurance checks on converted data and images, documenting results and producing reports for stakeholders.
  • Collaborate with circuit court clerks, vendors, and OES technical staff to coordinate conversion activities, troubleshoot issues, and ensure project success.
  • Translate business practices from clerk’s offices into practical technical solutions within the record system and related systems.
  • Assist in developing and maintaining system guides, procedural documentation, and conversion standards.
  • Provide training, support, and guidance to clerks and court staff on digital records management and the use of the record system.
  • Participate in system testing, enhancement reviews, and user acceptance processes to support ongoing improvements to the record system.
  • Support additional Circuit Court Services Team initiatives related to records management, imaging, and data quality as assigned.
  Qualifications:
  • Education: Bachelor’s degree in Information Systems, Computer Science, or a related field, or equivalent combination of education and experience.
  • Experience: Proficiency with SQL queries, database management, and data analysis.
  • Skills: Strong skills in data validation, quality assurance, and reporting.
  • Ability to analyze, interpret, and reconcile large data sets and image files.
  • Excellent written and verbal communication skills, with the ability to explain technical issues to non-technical audiences.
  • Demonstrated ability to work independently and collaboratively with diverse stakeholders.
  Preferred Qualifications:
  • Experience working in a circuit court clerk’s office, land recording, or title work environment.
  • Familiarity with records management systems and digital imaging technologies.
  • Knowledge of Virginia court procedures and statutory requirements related to land records.
  • Experience with large-scale data conversion or migration projects.
  • Proficiency in creating technical documentation, user guides, and training materials.
  • Strong problem-solving skills and the ability to adapt technical solutions to business process needs.
